Snow and Sleet Slow Motorists & Cancel School in Twin Tiers

The expected Friday winter storm is causing officials to order cars to park off the street, push back garbage collection, cancel many classes and place restrictions on major roadways.

The National Weather Service had issued a Winter Storm Warning until 4 p.m. February 25 for parts of Central New York including Chenango, Cortland, Otsego, Oneida and Delaware Counties and cautioned of slippery road conditions for the morning commute.

The Warning area was anticipating snowfall rates near an inch per hour at times through mid-morning with additional snow accumulations of four to six inches and ice accumulations of around a tenth of an inch.

NOAA had also issued a Winter Weather Advisory until 4 p.m. February 25 for parts of the Twin Tiers including Broome, Tioga and Tompkins counties in New York and Susquehanna, Bradford and Wayne counties in Pennsylvania.

The Advisory area was anticipating additional snow accumulations of two to four inches and ice accumulations of around a tenth of an inch.

Emergency services and law enforcement officials didn't report any serious crashes overnight.

Still, both the City of Binghamton and Village of Johnson City on Thursday advised residents to move their vehicles off the streets so plows could better access and clear streets. Johnson City opened municipal parking lots for residents to leave their vehicles overnight. Both municipalities also announced the delay of the Friday garbage collection until Monday, February 28.

Several area school districts called Thursday afternoon to cancel classes.

The Pennsylvania Department of Transportation reduced the speed limits on the Interstates in the Northeast to 45 miles per hour. PennDOT also placed Tier 1 Commonwealth Weather Even Vehicle Restrictions on the entire length of Interstate 81 as well as I-84 and I-380. That bans lighter vehicles from affected roadways including tractors without trailers or unloaded or lightly loaded trailers, passenger vehicles towing trailers, recreational vehicles, school buses and commercial buses and motorcycles.
