Accused Johnson City Rape Suspect Released Without Bail
A Johnson City man, charged with several felonies including rape, for encounters with a minor, is free to await his next court date in spite of the objection of local law enforcement officials.
In a news release announcing the arrest of 33-year-old Kevin Cochrane, Johnson City Police say the offenses listed against Cochrane would allow a judge to set bail and send a defendant to jail but Cochrane was released on his own recognizance following his arrest Wednesday.
Village Police say on Tuesday, December 7 they received a report of a child that had received inappropriate messages on her cell phone. Police say as they interviewed the girl, they concluded Cochrane was responsible for the messages, was engaged in inappropriate actions with the minor and had engaged in sex with the minor.
He was found at his home Wednesday, December 8 and evidence was collected at the address.
Cochrane is charged with two felony counts of criminal sexual act as well as felony count of rape, burglary and use of a child in a sexual performance. He’s also charged with misdemeanor endangering the welfare of a child.
