In reality, according to the Washington Post, Upstate New York "begins north of Poughkeepsie (pronounced puh-KIP-see), where the Metro-North Railroad's Hudson line ends."  The publication further explains that if a person is able to commute to New York City, they are not considered an Upstate New Yorker.

Although there are some very strong feelings within the state between Upstate New Yorkers and Downstate New Yorkers about our role in the state, there's one thing we can't deny - a lot of the language we use in the upper part of the state is also used in the lower part of the state and the rest of the world is often confused by our words and phrases.
