The National Weather Service in Binghamton has issued a Flash Flood Watch for portions of central New York and Northeast Pennsylvania from 12 p.m. June 19 to 6 a.m. June 20.

The watch area includes Broome and Tioga Counties in the Southern Tier and Susquehanna, Bradford and Wayne Counties in the Northern Tier of Pennsylvania.

Forecasters say they expect scattered showers and thunderstorms to develop across the region in the afternoon June 19. Scattered showers and thunderstorms are expected to be slow moving and could drop locally heavy amounts of rainfall of over an inch.

The area has been getting a lot of rain lately with only two recorded runs of three consecutive days without rain since April.

Saturated soils and recent heavy rainfall in the watch area mean it will not take a lot of rain for flash flooding to occur. Add to the expected rain June 19, the National Weather Service says more organized showers and thunderstorms are expected in the afternoon and evening June 20 and that could lead to additional flash flooding concerns.

A Flash Flood Watch means that conditions may develop that lead to flash flooding.
You should monitor later forecasts and be prepared to take action should Flash Flood Warnings be issued.
