Indoor dining at Southern Tier restaurants and some additional activities will be permitted now that the third phase of reopening has been approved by the state.

Governor Andrew Cuomo said the next phase for five upstate regions can begin on Friday.

Restaurants, which have been permitted to serve customers in outdoor seating areas, will be able to open interior dining rooms for the first time in nearly three months.

Cuomo said a team of health experts has reviewed the latest COVID-19 information and cleared the regions to enter Phase 3.

The governor also said local governments will be able to open public pools and playgrounds following state guidance.

Broome County Executive Jason Garnar said playgrounds will be allowed to reopen and playing fields will be able to be used for practice starting Friday.

Garnar said local municipalities will be able to decide whether to begin operating swimming pools.
