Authorities say 56-year-old Michael Warner was found on Rush Avenue May 22, wet and covered in mud, and admitted being with the woman.  He refused to answer further questions.

The woman was later found at Warner’s house and denied any physical dispute.

Investigators say they determined Warner had called 911 several times over the course of an hour providing information about the woman on the river bank and the fake dispute.

He is charged with falsely reporting an incident and obstructing governmental administration and was ordered to appear in City of Binghamton Court at a later date.
