How Young is Too Young for a Tattoo?

In New York State, a person must be 18 years old to get a tattoo, regardless of parental consent. Recently, it seems that I see more and more underage kids with tattoos. It makes me wonder how this is happening. Are they doing it in other states that are more lenient? Is it the use of fake ID's?

I'm not here to judge either way but I'm really just curious to hear what people have to say on this matter. If you could, would you give your underage child permission to get a tattoo? What are your thoughts on tattoo laws and tattoos in general when it comes to minors? Let me know in the comments below.
