The New York State Department of Environmental Conservation says it is ready to start the cleanup of the former Stow Manufacturing Site on State Street in Binghamton.

The DEC says activities to be done by 3D Development Group include the excavation of about 20 cubic yards of lead-contaminated soil, removing floating petroleum from one part of the property and importing clean backfill.

Officials say the remedial activities are expected to start this month or in May and last one month.

Information including site details, environmental and health assessments are available on the NYSDEC's Environmental Site Remediatiton Database.

The DEC draft remediation plans are available at www.dec.ny.gov/data.der/factsheet.

In addition to manufacturing, the site had been used in the past for retail outlets, including a Big Lots store.

The latest plans for what will be called “Canal Plaza” are for a 48-unit apartment complex and a small neighborhood grocery store in the area that has been called “a food desert” for years with no nearby food market.

At least part of the $20-million Canal Plaza development may open as early as 2020.
