Broome County officials are demanding that a New York City agency stop sending its homeless to the Binghamton area.

County Executive Jason Garnar contends the city has been relocating homeless people through a Special One Time Assistance program that provides a year's rent up front.

Garnar said the process being used by New York's Human Resources Administration violates state law which requires the city to provided assistance and care for its residents.

Broome County social services officials this year have identified five cases where New York City transferred its responsibilities by paying a local landlord one year's rent in advance.

Garnar contends that the New York City agency works to move homeless people to other counties knowing they don't intend to return to the city. He said once they are "abandoned" by the Human Resources Administration, they seek public assistance from the targeted county.

Broome County officials have contacted the agency and demanded that it stop using any program "to illegally transfer its homeless indigents" to the county

Broome also is seeking compensation for ongoing local assistance costs the county has incurred as a result of the Special One Time Assistance Program.
