Bob Joseph/WNBF News [file][/caption]Binghamton Mayor Richard David is expected to focus on the Parlor City’s livability in his fifth State of City message.

The Republican, as usual, outlines accomplishments and progress over the past year but indicates he will discuss housing issues, taxes and poverty in the City.

Past messages have also focused on taxes as well as fixing the City’s aging infrastructure, including the repaving of miles of roads, and fighting urban blight.
