It's a busy weekend in the Twin Tiers with one of the biggest festivals launching while a Flash Flood Watch remains in effect until 8 a.m. August 4.

The National Weather Service says, a potential for heavy downpours for the area would remain through overnight August 3-4.

Areas in the biggest danger for flash flooding were along smaller creeks and streams that are already running high and could go even higher with a small amount of precipitation due to the ground being already saturated.

Rain could also affect the planned hot air balloon launches for the annual Spiedie Fest and Balloon Rally at Otsiningo Park over the weekend.  Generally, balloons are launched around dawn and dusk when the temperatures are cooler and can only go up when there is little wind and no rain and thunderstorm activity in a roughly 50 mile radius around the launch site.

Motorists will be finding some travel due to the weather and the festival.  Traffic congestion is expected on Route 11 (Front Street), north of the City of Binghamton due to vehicles accessing Otsiningo Park for Spiedie Fest, but also due to construction in the area.

Drivers are also reminded to never slow down or stop on public roads to watch balloon launches.

People attending Spiedie Fest can find parking at SUNY Broome Community College with shuttles taking rider to the event.  There is also parking typically available in neighborhoods near the park.  There is no general public parking at Otsiningo itself.

Spiedie Fest’s official opening was scheduled for 3 p.m. August 3 with displays, concerts, balloons and spiedies at the park through August 5.
