The Agency, which sets economic development policy in Broome County, and the Town of Union over the next several months will review ideas for the redevelopment of the former BAE site in Westover.

There are several proposals for senior living at the 27-acre site as well as an idea for a mixed sports complex with a hotel and mixed-income housing with retail space.

The project proposals must take into consideration local demand that could sustain the use as well as the looming possibility of future flooding.

The U.S. Air Force had occupied the site for decades with facilities like General Electric, Lockheed and BAE occupying a sprawling factory developing technologies and building products for use in defense and civilian applications.

The entire site was wiped out by the catastrophic flood of 2011 and saw months of work to remove the building and areas of contamination.

While the Air Force is expected to add a couple feet elevation to the property to help ease flooding concerns, development officials say whatever project is approved would still have to spend millions to safeguard the site.
