No major medical issues or injuries are being reported in spite of dozens of people in the Twin Tiers having to be rescued by authorities, many times by boat August 14.  A Burger King restaurant on Upper Court Street in Binghamton had to be evacuated as water closed in.

Binghamton Police report as of 7:30 a.m. August 15, Upper Court Street closed due to debris from Fairview Road to Broad Avenue then open to about Laughlin Road and closed again from Laughlin to the Frito Lay plant.

The Fountain Bleau Trailer Park and Kitner Trailer Park were evacuated and residents living in Vestal Center near Choconut Creek were told to get out due to rising waters.

The American Red Cross set up shelters in the morning at the Vestal American Legion, Donnelly Elementary School and Harpursville Baptist Church.

New York Governor Andrew Cuomo toured several areas in the state affected by flooding August 14, including the Finger Lakes region and Broome County.

In addition to localized States of Emergency, the Governor declared a State of Emergency for Broome, Chenango, Cortland, Delaware, Tioga, Chemung, Monroe, Onondaga, Ontario, Schuyler, Seneca, Steuben, Wayne and Yates Counties through August 21st.

Cuomo says the state has positioned 50 National Guard soldiers and 10 Vehicles in the Greater Binghamton area.

He said the state and localities, unfortunately, learned valuable lessons about dealing with emergencies like flooding from the 2011 flood disaster.
