A developer is considering an additional phase of a previously-announced housing and commercial complex proposed for the First Ward of Binghamton.

Long Island-based Metro Group properties last September revealed plans for a 102-unit mixed-use building for a vacant site on Clinton Street.

The developer's representatives now have outlined a much-larger project that ultimately could result in a total of 288 dwelling units.

Speaking to members of the Binghamton planning commission, attorney Robert McKertich said "this is really a unique opportunity" for the city. He said it's a project that's "designed specifically for the people of Binghamton."

McKertich said the complex would be for city residents "to live at, to work at and to shop at." He said the plan calls for two five-story structures along Clinton, Jarvis and Hudson streets.

Mayor Jared Kraham said for now, the city is focusing on the initial phase of the housing project outlined last September that called for construction of a single building.

Kraham said if that can be fully funded and is deemed a success, an additional phase could be pursued.

Rob Muchnick of the Metro Group Properties on Wednesday acknowledged that eventually moving forward with the expanded project would depend on whether the first building is successful.

The proposal discussed at a planning commission meeting envisioned the entire ground floor along Clinton Street being reserved for commercial uses.

The developer is seeking a special use permit that ultimately would allow the company to pursue the bigger project.

The city of Binghamton has received about $3 million in state funding to support construction costs for the first phase of the project. The city also has allocated $2.2 million in federal funds to support the development.
