Binghamton Area Winter Street Parking Rules About To Begin

What a busy time of the year. Since summer ended, it seems (at least to me) that so much is going on over the months of September through December.

The beginning of the school year, end of vacations (for most), fall begins, time change, Halloween, Thanksgiving, first snowfall, and we are now in the thick of the holiday season that will take us to the new year.

And let's not forget this little nugget: Alternate Street Parking. Ah, yes. It's a good rule, especially on those snowy days when there is accumulation and the plows need to clear the streets of the Southern Tier as best they can.

But for those of us who park on the street, it can sometimes be an annoyance, especially if parking is taken up near your home on the side of the street that you need to park or as in some communities, you need to get out and move your vehicle at the time of the odd/even change or risk getting a ticket.

And then there's remembering that on a month that ends on an odd day followed by a month that begins on an odd day, not to get mixed up and park on the wrong side of the street. I've seen some of my neighbors do that, and I will admit, I've laughed when that parking ticket shows up on their windshield. Is that evil or what?

Anyway, here's the deal for local communities - Binghamton, Johnson City, Endicott, Town of Union, and Vestal that observe odd/even parking or other winter parking rules.

City of Binghamton

According to the City of Binghamton Website. alternate side parking begins December 1st, 2023 to March 15th, 2024. Here are the details:

• On even calendar days, park on the even side of the street until 5 pm.
• On odd calendar days, park on the odd side of the street until 5 pm.
• The change in parking occurs each day at 5 pm.
  For example, since December 2 is an even day, vehicles must be moved to the odd side of the street at 5 pm Residents should think, “Park for tomorrow.”
• Rules are in effect 24 hours per day.
• Alternate-side parking rules apply to all City streets, including those with parking on only one side.
• Streets with no parking on both sides of the street remain no parking zones on both sides of the street. In these cases, alternate-side parking does not apply.
• Rules do not apply to kiosk parking.

Village of Johnson City

According to the Village of Johnson City Police Department website, alternate side street parking begins on December 1st, 2023, and ends on March 31st, 2014. These are the details:

• Even Days: Park on the EVEN side until 5:00 PM. After 5:00 PM, park on the ODD side.
• Odd Day: Park on the ODD side until 5:00 PM. After 5:00 PM, park on the EVEN side.  **Except on consecutive odd days: [Dec 31/Jan 1 & Jan 31/Feb 1] - park on the odd side both days, changing to the even side on Jan 1st/Feb 1st.

The Village of Johnson City Police Department also notes:

Alternate side parking applies to all streets Village Wide except for Red-Line streets. Red-line streets are exempt from Alternate Side rules but are regulated by Snow Emergency Route rules.

Red-line streets are streets that only have permitted parking on one side of the street, with the other side being posted No Parking, No Standing, or No Stopping.

On these streets, motorists can park on the side of the street with permitted parking, every day, unless there is 2" or more of snowfall at which time the Snow Emergency Route rule applies. For the list of  Village of Johnson City  Red-line Streets, click HERE.

Village of Endicott

The Village of Endicott winter parking rules are in effect from December 1st, 2023 to March 31st, 2024.

According to the Village of Endicott website, "Village Ordinance §235-19 prohibits parking or stopping of any motor vehicle on any Village streets and in municipal parking lots between the hours of 1:00 am and 6:00 am unless otherwise posted."

Also, Village of Endicott Ordinance §235-52.2 notes certain locations in the Village where parking is prohibited from 9:00 AM – 12:00 PM after a snow emergency, to allow for snow removal. A snow emergency is defined as any snowfall of three inches or more. Town of Vestal

For Vestal Town, parking of vehicles is prohibited in all town and county streets and highways between 2:00 am and 6:00 am beginning December 1st, 2023 through March 31st, 2024.

Town of Union

According to the Town of Union for parking after snowfall - No owner or operator of a motor vehicle shall park, or leave parked, the same unattended on any Town street or highway or county highway within the Town of Union following any snowfall of two inches or more but prior to said street or highway being plowed by or at the direction of the Highway Department of the Town of Union. Any two-inch snowfall shall, for the purpose of this article, constitute a “snow emergency.
