A three-story mixed use structure may be built on a Binghamton property once owned by Brooklyn developer Isaac Anzaroot.

The First Ward Action Council is preparing plans for a building that would include 19 apartments on its upper floors and two commercial spaces on the street level.

The vacant site on the southeast corner of Clinton and Murray streets became property of the city in late May. It was one of two dozen sites included in a legal settlement between Anzaroot and the city.

Jerry Willard, First Ward Action Council executive director, said the project planned for the site is similar to one that was completed on Clinton Street several years ago.

The Lincoln Apartments building opened in 2017 several blocks to the west on the site of the old Lincoln Hotel, which had been torn down after a fire.

Willard said the new Clinton Street construction would be part of a larger initiative that also would include housing rehabilitation projects on Front Street and elsewhere in the First Ward.

The planned building would have three two-bedroom apartments and 16 one-bedroom apartments. It also would have two ground-floor commercial spaces available for lease.

The city planning commission has approved a site plan and a special use permit for the project.

Willard said the First Ward Action Council is continuing to work on the budget for the project, which is to be financed through grants, loans and state tax credits.
