Fixing all the problems at the Binghamton Johnson City Joint Sewage Treatment Plant continues to lag far behind schedule and that is resulting in fines and heated discussion about what's going on.

At a  Binghamton City Council meeting, differences of opinion and frustration were apparent with the ones managing the renovations and repairs at the facility differing with representatives of workers and even some of the lawmakers as to the progress of the work.

The City of Binghamton and Johnson City are staring down an August 31 deadline imposed by the New York State Department of Environmental Conservation to comply with goals for the project and the regulations for releases of material from the plant or face consequences in the potential for a huge jump in the fine the plant owners are paying.

Currently the DEC is fining the plant $15,000 a month, which could jump to over $30,000 a day.

The work on the plant is supposed to be finished next spring at the last estimate.  The job is currently more than a year behind when it was supposed to be completed.
