New York Governor Andrew Cuomo says Broome has gone from 4.8% to 4.6% while the metric to leave any zone designation is a positivity rate below 2% rolling seven-day average. That's for at least 3 consecutive days following the initial ten-day period.

Broome remains in the Yellow Zone where no more than 25 people can congregate indoors or outdoors for social gatherings, worship services are limited to 50% capacity, no more than 4 people can be seated at a restaurant table for dining and schools with in-person instruction are required to do weekly testing of students and staff.

The good news is Broome has not been elevated to orange or red, with more restrictions that impact businesses.

New York Governor Andrew Cuomo has announced the addition of two more counties near the Pennsylvania border in the cluster zone designation.  Steuben County is designated while part of Chemung, including the City of Elmira is designated orange.  That means an reinstatement of stricter limits with some businesses like barbershops, gymnasiums and workout rooms having to close again.  Chemung has a yellow buffer zone that extends out to Elmira Heights, Big Flats and Horseheads, where the Arnot Mall is located.

Broome County had 57 additional cases of the coronavirus to report October 21 but a drop in active cases of fifteen from the previous day.  Broome’s total infection number is 2,957 with 88 deaths.
