Oneonta Women Accused of Secretly Taking Videos of Disabled Clients

Two young women in Otsego County are accused of secretly taking video of residents at a home for the developmentally disabled in Oneonta.

20 year old Sharon McDowall and 22 year old Julianne Carbone of Oneonta were arrested after New York State Police received a complaint from the Springbrook facility in the Town of Milford about inappropriate behavior.  The pair is accused of taking inappropriate Snapchat videos of residents without their knowledge over a period of time.

The pair has been fired by the not-for-profit organization.

McDowall and Carbone are charged with felony counts of Endangering the Welfare of an Incompetent or Physically Disabled Person and Unlawful Surveillance.

McDowall was arrested March 19 and sent to the Otsego County Jail on $5,000 bail while Carbone was arrested March 20 and ordered to appear in Town of Oneonta Court.

On its website, Springbrook says it is a not-for-profit, New York State licensed facility serving over 1,000 individuals across the state and beyond.  The facility says it has been operating for over 90 years and employs some 1,300 people across Central New York.
