The Broome County district attorney has concluded there was "no misconduct" by Binghamton police officers who responded to a dispute at the YWCA building.

Stephen Cornwell Friday afternoon said after reviewing evidence of what happened on September 8, "it's clear the police acted properly."

City police had said officers arrested an Endicott woman after she had reportedly fought with another woman at the YWCA on Hawley Street.

An unsigned statement posted on the YWCA Facebook page three days later claimed police had used "excessive force."

Speaking at a City Hall news conference, Cornwell said he reviewed 911 calls, police radio transmissions and surveillance video. He said he also watched recordings from the body-worn cameras utilized by police officers, reviewed witness statements and spoke with people who were there.

Cornwell said police were mandated by law to make an arrest because of the alleged actions of the woman in what was considered to be a domestic violence case.

Dozens of uniformed police officers and detectives attended the news conference outside Mayor Richard David's office.

David and Police Chief Joseph Zikuski expressed their strong support for the officers who responded to the call. They criticized YWCA leaders for making accusations without knowing what actually had occurred.

Cornwell said the video from the cameras worn by the officers can't be released at this time because the case against the woman - Lisa McFarlane - has not been resolved.

Binghamton YWCA executive director Carole Coppens did not respond to a phone call seeking comment Friday afternoon.
