Binghamton Business Owner Accused of Stealing $100,000

A Binghamton man has been arrested for allegedly stealing more than $100,000 in Medicaid payments.

Authorities say Garabed Kachadourian faces grand larceny and other charges following an investigation by state and county agencies.

According to New York State Attorney General Eric Schneiderman, Kachadourian operated BC Cab, a transportation company that was paid for transporting Medicaid recipients to medical appointments.

Kachadourian is accused of operating without Workers' Compensation Insurance or a valid taxi business license. He also allegedly falsely filed documents stating the company was in compliance.

In a news release, Schneiderman described the actions as a "brazen scheme of subterfuge."

Kachadourian was charged with three felony counts of grand larceny. He also was charged with offering a false instrument for filing and effect of failure to secure compensation, violating the Workers' Compensation Law.

Kachadourian was arraigned by a Binghamton City Court judge.
